Downtown Revitalization & Economic Growth
Josh led the charge to secure a $4.5 million NY Forward Grant, in partnership with the Village of Cornwall-on-Hudson, to breathe new life into Main Street. This transformational funding will support business growth, public spaces, pedestrian access, and long-term economic resilience.
He’s also:
Helped secure $2 million from Empire State Development for projects at Storm King Art Center and Cornwall Social
Spearheaded plans to redevelop the Berniker’s property into a new hotel and hospitality hub—a game-changer for downtown tourism and business
Completed the Bridge Street Pocket Park and a comprehensive Main Street Parking Study
Partnered with the Chamber of Commerce to publish a Small Business Guide
Proposed smart zoning code updates to make it easier for new businesses to open and existing ones to expand
In collaboration with the Village of Cornwall-on-Hudson, Josh transformed Cornwall’s ambulance service by partnering with New Windsor EMS. This shift replaced the outdated volunteer model with a full-time, professional team—delivering faster response times and dependable coverage for both the Town and Village. Today, Cornwall residents can count on a response time of under 4 minutes, setting a new standard for emergency care in Orange County.

Josh believes in a government that’s responsive, modern, and accountable. That’s why he:
Authored and championed a Term Limits initiative, which was passed by voters—bringing fresh energy and accountability to Cornwall’s leadership
Launched a new ADA-compliant Town website and the Explore Cornwall NY platform to boost transparency and economic visibility
Upgraded email systems and security protocols to better protect town operations
Introduced digital tools to improve efficiency in departments like DPW and Building & Code Enforcement

Sidewalk upgrades on Elm, Chestnut, and Bridge Streets
Multi-million-dollar sewer system improvements to meet DEC compliance
$1.6 million in Clean Water Act funding for the Hasbrouck Drainage Project
FEMA recovery grants and engineering for critical areas like Robert Road, Sheldon Drive, and Continental Road
